  • Selecting food contact silicone rubber for compliance

How do FDA 21 CFR 177.2600 and GB 4806.16-2025 apply, and what needs checking when choosing fumed or precipitated silica?

A supplier's “FDA compliant” or “food grade” label is not enough to select silicone rubber for food contact. Start with the finished article, intended contact conditions and destination market, then review the complete formulation, processing, post-treatment, migration or extractables tests and supplier documentation. For the US, check whether 21 CFR 177.2600, which addresses rubber articles intended for repeated use, applies to the intended use. For China, review GB 4806.16-2025 and the relevant test methods within the current food-contact standards framework. GB 4806.16-2025 took effect on 2 September 2026; selection and development should no longer rely solely on the earlier GB 4806.11 approach.

Compliance documents for a raw material, compound or liquid silicone rubber do not automatically make the finished article “FDA certified” or compliant in China. The assessment still depends on the formulation, processing, post-treatment, food type, contact time and temperature, and supporting tests and records.

1 Define the finished article before choosing a grade

    1. Article: seal, gasket, hose, valve component, kitchenware, mold, conveyor part or another food-contact component.

    2. Forming process: liquid injection molding, compression molding, extrusion, molding or another process.

    3. Contact: direct or indirect; single use or repeated use.

    4. Service conditions: food type, temperature, duration, cleaning, and exposure to fats, acids or alcohol.

    5. Markets: the US, China, EU or several markets at once.

2 The US and Chinese requirements are not interchangeable

21 CFR 177.2600 covers rubber articles intended for repeated food-contact use and sets out an extractives-control framework. GB 4806.16-2025 is China's national food safety product standard for food-contact silicone rubber materials and articles. Both concern food-contact silicone rubber, but their regulatory frameworks, scope, tests and documentation do not match one for one.

3 Why silica belongs in the assessment

The base polymer is only part of the formulation. Reinforcing fillers, crosslinking systems, pigments and other additives can affect processing, mechanical properties, volatiles and compliance testing of the finished article. A supplier who provides only a polymer or compound name, without explaining the formulation system and its compliance documents, has not supplied enough evidence for approval on a “food grade” label alone.

4 Fumed and precipitated silica are not direct substitutes

The fact that both are silicon dioxide does not justify an equal-weight substitution. Treat a silica replacement as a full formulation-validation exercise.

    1. Compare specific surface area, surface properties, structure and their effects on compounding rheology.

    2. Assess how changes in filler loading affect hardness, tensile strength, tear strength and compression set.

    3. Check dispersion, viscosity and the processing window during mixing, extrusion or injection molding.

    4. Reassess volatiles, extractables, migration and other applicable food-contact tests on the complete revised formulation.

    5. Keep raw-material batch numbers, formulation versions and test results in traceable change records.

    5 Documents to request

    1. TDS: properties, methods, typical values and recommended processing conditions.

    2. SDS: chemical safety, transport and storage information.

    3. Compliance declaration or conformity documents: applicable rules, product scope and restrictions.

    4. Test reports: establish whether the tested item was a raw material, compound or finished article.

    5. Change-control records: how the supplier manages changes in raw materials, formulation and production.

    6. Batch traceability: consistency and quality-control arrangements are particularly important for large customers buying over the long term.

    6 How IOTA supports selection

IOTA Silicone Oil (Anhui) Co., Ltd. provides solutions across the silicone industry chain. For food-contact projects, a grade should not be recommended without knowing the finished application. Article design, forming process, hardness and mechanical targets, contact conditions and sales markets should determine the material direction first.

IOTA's public information includes silicone rubbers for food-contact applications. The IOTA HCR 900 series literature describes low migration and low volatiles, with uses including kitchenware and sealing strips. The IOTA HCR 9100 series literature also describes food-contact-related properties. Whether either meets a particular project's requirements must be established from the relevant current TDS, compliance documents and finished-article validation.

7 From application review to production approval

    1. Define the finished article and food-contact conditions.

    2. Identify markets and applicable requirements.

    3. Select the base silicone system and forming process.

    4. Review compliance information for the formulation, fillers, crosslinking system and additives.

    5. Run laboratory trials and confirm the processing window.

    6. Test the finished article for applicable migration, extractives and other regulatory requirements.

    7. Complete supplier-document, traceability and change-control reviews.

    8. Then approve the production grade and long-term purchasing plan.

    8 Common purchasing mistakes

    1. Treating FDA-related documentation as FDA certification of the finished article. The intended use and applicable conditions still need review.

    2. Assuming a food-grade raw material suits every food-contact use. Food type, temperature, time and regulatory scope still apply.

    3. Comparing hardness and tensile strength alone, without migration, volatiles, compression set or processing stability.

    4. Assuming fumed and precipitated silica can be exchanged at equal weight.

    5. Reviewing one report once, without following subsequent formulation, raw-material or process changes.

    FAQ

Q1 Does food-contact silicone rubber need FDA certification?

Do not reduce the assessment to obtaining “FDA certification”. Check the applicable provisions, composition, use conditions and supporting documents for the intended product and US requirements.

Q2 When did GB 4806.16-2025 take effect?

On 2 September 2026. Current projects for China should be reviewed under the standards framework now in force.

Q3 Can the two requirements replace each other?

No. They belong to different systems; scope and testing must be checked separately.

Q4 Can the silica supplier be changed?

Yes, but treat the replacement as a formulation change and revalidate processing, physical properties and applicable food-contact safety criteria.

Q5 Is fumed or precipitated silica better for food-contact silicone rubber?

There is no answer without the formulation. Compare reinforcement efficiency, rheology, processing, final properties and compliance documents.

Q6 Is one FDA test report enough?

Usually not on its own. Confirm that its product, formulation, test conditions and use match the actual finished article.

Q7 How can supplier-change risk be reduced?

Maintain a complete file covering regulatory documents, TDS/SDS, batch traceability, change notifications and finished-article validation.
